Customs Procedures For Importing & Exporting Coffee –  Coffee is a beverage brewed from roasted coffee beans taken from the fruit of the coffee plant.

The two most commonly grown varieties of coffee are tea and coffee. After ripening, the coffee cherries will be picked, processed and dried. Dry coffee beans will be roasted in many different temperature conditions, depending on the needs and tastes.

Coffee beans, after roasting, will be ground and brewed with boiling water to create coffee as a drink. Vietnam is the second largest coffee exporter in the world. So why does Vietnam need to import coffee? What is the customs procedure for importing coffee?

As the world’s second-largest coffee exporter, Vietnam’s coffee is mainly exported raw, has not yet brought the value chain, and is not worthy of its position.

The principle is that foreign food and beverage chains entering Vietnam must first strictly control food safety, so at first, they often import raw materials from abroad for use. 

For coffee, in addition to the food safety factor, there are also tastes and recipes… so it’s normal to use imported coffee without buying domestic coffee.

Importing coffee is also expected because many exporting countries also import coffee for processing and consumption.

Conditions for imported coffee

  • The announcement of regulation conformity must be registered at a competent state agency before being imported;
  • Must be issued “Notice of results certifying that food meets import requirements” for each shipment by the inspection agency;
  • Must have a certificate of free sale or a medical certificate for functional foods, foods fortified with micronutrients, genetically modified foods, and foods that have been irradiated;
  • In case Vietnam has no corresponding technical regulations, international agreements or treaties to which Vietnam is a contracting party shall apply;
  • Satisfy corresponding technical regulations, comply with regulations on limits of pathogenic microorganisms, pesticide residues, veterinary drug residues, heavy metals, pollutant agents…;

Self-publishing products

  • Done before the goods arrive. Enter the sample first; the product sample can make the product self-declaration.
  • When conducting self-declaration of products, it is necessary to enter product samples, including goods and packaging, and then send them to licensed units for testing.
  • After having the test results, it is necessary to submit the self-declaration dossier and wait for a reply from the competent authority.
  • Dossier of self-declaration of coffee products includes:
    • Food self-declaration (according to to form)
    • Product test result sheet according to QCVN (From Vietnam)
    • Certificate of business registration
    • Product samples; product label samples; product pictures
    • Foreign or domestic notarized copy of one of the following certificates (if any): GMP certificateHACCP or equivalent certificate;
    • Certificate of Free Sale or Health Certificate issued by a competent state agency of the country of origin contains content certifying that the product is suitable for age. or the subject of use;
    • Copy of commercial contract;
  • The process of announcing coffee products is as follows:

Step 1: Enterprises prepare full product announcement documents according to the law provisions and submit them to the Department of receiving and returning results – Food Safety Management Board.

Step 2: The department receives and returns the results – the Food Safety Management Board receives the documents

  • In case the dossier is complete, If it is valid as prescribed, the application receipt will be received and printed.
  • In case the dossier is incomplete, If not valid, guide the organization or individual to supplement and complete the dossier.

Step 3: Within 07 (seven) working days from the date of receipt of the complete application for registration of the product announcement, The Food Safety Management Board is responsible for verifying the records and posting them on the website.

Step 4: Enterprises log in to the website and check their publication records.

Apply for an import license and export license

Documents needed to fill out and scan to be submitted to the one-stop shop include:

  • Business registration license with the business of importing and trading coffee
  • Certificate of Free Sale
  • Notarized copy of CA
  • Product Standard Announcement
  • Label
  • Application for import license
  • Declare animal quarantine on one-stop and submit to moderation

Plant quarantine of imported coffee and exported coffee

  • Dossier for registration of imported plant quarantine includes:
    • Plant quarantine registration certificate
    • Photocopy or original copy of Certificate of plant quarantine issued by the competent plant quarantine agency of the exporting country
  • The plant quarantine agency shall immediately receive and check the dossier’s validity as prescribed. If the dossier is invalid, the object owner shall be requested to supplement and complete the dossier.
  • After the goods have been fully gathered at the port, the consignment owner’s border gate shall notify the time and place for the quarantine specialist to inspect the shipment directly.
  • The plant quarantine agency shall issue a phytosanitary certificate for import, transit and inland transportation within 24 hours from the start of quarantine for the batch of objects that are not infected with the phytosanitary objects or Vietnamese-controlled objects or strange, harmful organisms.

Customs procedures for importing coffee & exporting coffee

Once you have done the above, you have a complete set of customs documents. Including:

  • Phytosanitary Certificate
  • Food safety inspection certificate.
  • Customs declaration
  • Sale contract
  • Commercial invoice in case the buyer must pay the seller. The customs declarant is not required to submit a commercial invoice in some instances.
  • Packing slips
  • Bill of lading or other transport documents
  • Certificate of origin form AANZ, VJ, VK, AK,… (if any)

Clearance of take-out goods

After opening the declaration, the animal quarantine party will be invited to take samples.

The certificate will be issued within five days. Bringing the document to the customs office is to clear the goods.

  • The Plant Quarantine Authority issues a phytosanitary certificate for import, transit and domestic transportation within 24 hours from the start of quarantine for the batch of objects that are not contaminated with the phytosanitary thing or subject to the control of Vietnam or strange, harmful organisms.
