Guidance on the process of exporting coffee to Europe (EU). The European Union (EU) has been Vietnam’s primary export market. Vietnam’s import and export turnover in this market increases day by day. Especially when the EU-Vietnam Free Trade Agreement (EVFTA) is signed, Vietnamese coffee will enjoy many incentives when exported to Europe. Therefore, opportunities for Vietnamese businesses are increasing. So when exporting coffee to the EU, what should be noted about procedures and documents? The process of exporting coffee from Vietnam to Europe (EU)

After learning about the needs in the European market as well as import partners, Vietnamese businesses need to prepare according to the following steps to facilitate interaction and export:

1. Learn about EU import regulations and requirements

There are several regulations of the EU when conducting the import, export, purchase, and sale of coffee:

– Importing traders are required to have an EORI number. In some European countries, the importing company is required to register an EORI number at the national chamber of commerce

– Are imported and exported coffee subject to any special regulations from the EU? For the EU market, health and technical certificates are highly demanded. Specific commodities are chemicals, cosmetics, medicinal products, agricultural products, food and feed, live animals, and animal products.

– How much is the import tax on coffee into the EU?

– Notes on the Free Trade Agreement. For coffee exported from Vietnam to the EU, the EVFTA Agreement brings many advantages. Vietnamese businesses can apply for a  CO form EUR.1  to enjoy preferential tax

2. Prepare coffee and arrange to ship them to Europe

At this step, based on a commercial contract or an agreement between the two parties (usually through Incoterms), the responsibility for the coffee will be decided: responsibility for transportation, insurance, and regulation of the delivery point. Where is the coffee?

3. Prepare import and export documents

Depending on the coffee, the EU Customs will require different documents. But in general, each set of documents must be complete:

  • Commercial Invoice (Commercial Invoice)
  • Bill of Lading (Bill of Lading)
  • Certificate of Origin (Certificate of Origin)
  • Other documents: FDA, Health Certificates,…
  • Import license,
  • Test results and other certificates (Healthy certificate, Animal/plant quarantine certificate,…)

Procedure to apply for CO form EUR.1

  • Step 1:  Declare the system on the Ministry of Industry and Trade website:  http://ecosys.gov.vn. If the business has not yet registered as a trader, it is necessary to prepare a merchant profile and apply for an account on the Ecosys system.
  • Step 2:  Get the order number and wait to be called at the appropriate counter.
  • Step 3: Apply to the receiving officer. Applications for CO issuance will be examined and consulted by staff.
  • Step 4:  Issue C/O number, get CO data from the Website
  • Step 5:  Officer signs and approves CO
  • Step 6:  CO is stamped. The management agency keeps one copy, a valid CO returns for the applicant.

Time to get CO to form EUR.1 paper version is from 1-2 working days, from the date of receipt of the complete set of documents.

What are the documents required for CO form EUR.1?

Exporting enterprises must submit a complete set of dossiers as follows at  the Import-Export Management Department, Ministry of Industry and Trade :

– Application for issuance of C/O: Export from Ecosy system

– Ecosys/Comis: Export from Ecosy system

– Export declaration: Sign and affix circular seal

– Barcode: Sign and affix the circular seal

– Invoice: Sign and Sealing around carpentry

– Packing List: Signing and stamping round carpentry

– Bill Of Lading: Signing and stamping round carpentry

– List of materials and accessories: Signing and stamping round carpentry

– Consumption norm of raw materials: Sign and close Round carpentry stamp

Some other notes when exporting coffee to the EU market

Coffee must go through customs procedures before being imported into the European market based on document inspection or physical inspection. After 90 days without customs clearance, the coffee is automatically destroyed or returned to Vietnam

– After the coffee is cleared, it will be able to be sold in all markets of the EU countries

– All EU countries apply the same tax on coffee imported from outside the EU
